Ink and Quill IV
Craft 1500 times with the Inscription profession.
Ink and Quill IV requires you to craft 1500 times using the Inscription profession, and the fastest and cheapest method is mass-crafting origami items using 
Light Parchment purchased from vendors.
Buy Light Parchment
Purchase 4500 Light Parchment from any Inscription vendor — this covers all four ranks of the achievement (Ink and Quill I through IV) at a total cost of 1.

Clear bag space
Free up 80 bag slots before starting: 5 slots for the Light Parchment and 75 slots for the origami stacks of 20.
Craft Origami Beetle or Slime
Use the Origami Beetle or Origami Slime recipes (each costs 3x Light Parchment per craft) — both can be sold to a vendor for 2 silver per stack of 20, unlike Origami Rock which has no sell price. Hit Create All and let the ~3-second cast time per craft run; completing all 1500 crafts takes approximately 1 hour and 15 minutes.
Tips
Hold onto crafted origami rather than vendoring immediately, as they count toward the separate Inscription achievement Population In-Crease.
