Draconic Phial Cabinet is a 5-point achievement that requires you to know every listed phial recipe after learning to create a Draconic Phial Cauldron.
Obtain the Cauldron Recipe
The 
Recipe: Draconic Phial Cauldron drops from Shadowflame Amalgamation or Essence of Shadow in Aberrus, the Shadowed Crucible on any difficulty — enter the raid and defeat either boss to loot it. It is also available on the Auction House.
Learn Basic Phial Experimentation
Visit the Profession trainer in Valdrakken to learn Basic Phial Experimentation at Dragon Isles Alchemy skill level 10. This research has a lengthy cooldown and is the primary way to discover most phial recipes.
Unlock Advanced Phial Experimentation
Specialise in Phial Mastery on your Professions talent tree to unlock Advanced Phial Experimentation, which has a shorter cooldown than the basic version and will speed up the process of discovering all required phial recipes.
Unlock Decayology Specialization
To learn Phial of Icy Preservation and Phial of Corrupting Rage, you must unlock the Decayology specialization on your Professions talent tree, as these two recipes cannot be discovered through standard phial experimentation.
Learn Cauldron and Relog
Once you have learned all required phial recipes, learn the Draconic Phial Cauldron recipe and perform a full relog (not just a UI reload) to trigger the achievement. If you already knew all the phial recipes before learning the cauldron, they will retroactively count.
Tips
Learning all phial recipes from scratch requires approximately 150 research casts without any specialization increases, so investing in Phial Mastery talents to unlock the shorter Advanced Phial Experimentation cooldown will significantly reduce the number of weekly resets needed.
If you already have all the phial recipes researched, simply buy the Draconic Phial Cauldron recipe, learn it, and relog to receive the achievement immediately.
