Spectre of Spectacles
While under the effects of the Spectral Visage toy, use the following Scepters of Spectacle crafted by enchanters.
Spectre of Spectacles is a 5-point achievement earned by activating the Spectral Visage toy and then using 10 charges each from five Scepters of Spectacle crafted by enchanters.
Obtain the Spectral Visage Toy
The 
Spectral Visage toy drops from the Horrific Apparition in the Battle for Azeroth updated version of Arathi Highlands. If you do not want to farm it yourself, it can also be purchased from the Auction House.
Acquire All Five Scepters
You need one of each of the following: 
Scepter of Spectacle: Fire, 
Scepter of Spectacle: Frost, 
Scepter of Spectacle: Air, 
Scepter of Spectacle: Earth, and 
Scepter of Spectacle: Order. These are crafted by enchanters but are not bound, so all five can be bought from the Auction House — no enchanting skill required.
Use Toy, Then Use Scepters
Activate the Spectral Visage toy to apply the buff, then use 10 charges from each of the five Scepters while the buff is active. Each Scepter has 50 charges, so one of each is all you need — do not craft or buy multiples of the same Scepter.
Pass Scepters to Others
Since the Scepters are not bound and each has 50 charges, you will have 40 charges remaining on each after completing the achievement — pass them along to a friend or guildie so they can complete it as well.
