Respond to Soridormi's request to pet the fluffy fur you gained from Time Rifts.
To All The Squirrels I've BEEN Before is earned by obtaining the Fluffier Fur buff during a Titan Invaders Time Rift and then allowing Soridormi to pet you.
Find a Titan Invaders Rift
Time Rifts occur at the top of each hour. Open your in-game map while a Time Rift is active, hover over the Time Rift icon, and confirm it reads 'Titan Invaders' — this achievement is only possible during that specific rift type.
Collect the Fluffier Fur Buff
During the Titan Invaders rift, fly around the area and click the medium-sized yellow orbs on the ground. If orbs have not yet dropped, kill the large Titan Keepers such as Freya to force them to spawn. Keep clicking orbs until you are offered the Fluffier Fur buff, which makes you 100% more cuddly, then select it.
Return to Soridormi Immediately
With the Fluffier Fur buff active, fly directly to Soridormi where the Time Rift begins. When you speak to her, select the dialogue option that allows her to pet you to complete the achievement.
Tips
The yellow orbs may only spawn during Titan Invaders rifts, so skip other rift types entirely and wait for the correct one.
