Perma-Peddle is an achievement earned by obtaining a 
Truesilver Shafted Arrow, which grants a permanent Peddlefeet pet and can be purchased from a Lovely Merchant in any capital city for 40 
Love Tokens.
Earn 40 Love Tokens
Collect 40 Love Tokens by completing the daily quest A Gift for the King of Stormwind and other daily quests available during the Love is in the Air holiday. For fast 
Lovely Charm farming, run the Battle Before the Citadel scenario and trample Boneguard Footmen, which can yield around 50 charms in approximately 5 minutes.
Buy from Lovely Merchant
Visit a Lovely Merchant in any capital city and purchase the Truesilver Shafted Arrow for 40 Love Tokens — the achievement is granted as soon as the item lands in your bags, so you do not need to learn the pet immediately.
Claim on multiple characters
Before learning the pet, mail the Truesilver Shafted Arrow to your other characters so each one receives the achievement upon getting the item in their bags, then learn the pet on whichever character you want to keep it on.
Tips
The
Truesilver Shafted Arrow can be purchased from the Auction House if another player has listed one, granting the achievement immediately upon receiving it.You can refund the
Truesilver Shafted Arrow back to the Lovely Merchant vendor to recover your 40 Love Tokens after the achievement is granted, as confirmed through patch 10.2.5.Perma-Peddle is no longer part of the Fool for Love meta-achievement as of patch 3.0.8, so completing it is optional for that meta.
