During the Feast of Winter Veil, use a Handful of Snowflakes on each of the race/class combinations listed below.
Let It Snow is a Feast of Winter Veil achievement that requires you to use a 
Handful of Snowflakes on specific race and class combinations listed in the achievement.
Collect Handfuls of Snowflakes
Use the /kiss emote on a Winter Reveler found inside inns around Azeroth to receive up to 5 Handful of Snowflakes. This can only be done once per hour per Reveler, so visit multiple inns if you need more snowflakes quickly. Note that Winter Revelers in Dalaran may not respond to the /kiss emote.
Find All Race and Class Targets
Head to at 44, 39.5 where every 5 minutes a new set of race and class combinations arrive to complete a daily quest, giving you a very high chance to find all required combinations in a short time. Use your Handful of Snowflakes on each required race and class combination as they appear. If you need an undead rogue specifically, equip cloth gear and stand in an open area, as they will approach you on their own.
Tips
Dalaran at peak hours is a good secondary location to find a wide variety of race and class combinations if the primary spot is quiet.
