Collect the following cosmetic armor unlocks for the Windborne Velocidrake.
The 'Windborne Velocidrake Armor' achievement requires collecting five cosmetic armor unlocks for the Windborne Velocidrake, obtained through Inscription crafting orders, Valdrakken Accord Renown, and a Dragonriding achievement.
Reach Valdrakken Accord Renown 26
Earn Valdrakken Accord Renown 26 to unlock 
Windborne Velocidrake: Armor as a direct reward, and to gain access to Windborne Velocidrake: Silver and Purple Armor, which is either a free choice from a quest or purchasable for 750 Supplies, 20 Draconium Ore, and 10 Tallstrider Sinew.
Complete Ohn'ahran Plains Dragonriding Achievement
Complete the Ohn'ahran Plains Advanced: Gold Dragonriding achievement to earn Windborne Velocidrake: Gold and Red Armor — note that this achievement previously required a Gold rating but now only requires Silver to claim its armor reward.
Order Remaining Armors via Inscription
Place crafting orders with an Inscription scribe for Windborne Velocidrake: Silver and Blue Armor and Windborne Velocidrake: Steel and Orange Armor — these are Bind on Pickup cosmetics found under Miscellaneous > Other, and require materials including 
Glittering Parchment x60, 
Iridescent Water x96, 
Wildercloth x340, 
Rockfang Leather x80, 
Flawless Proto Dragon Scale x200, 
Awakened Order x112, 
Finished Prototype Explorer's Barding x2, and 
Finished Prototype Regal Barding x6.
