Renewed Proto-Drake: Green Scales as a quest reward from An Expected Unexpected Gift. If you already completed that quest without choosing it, purchase it from Quartermaster Huseng for

Awakened Air.
Earn Iskaara Tuskarr Renown 19

Reach True Friend with Wrathion or Sabellian
Achieve True Friend status with either Wrathion or Sabellian, then purchase Renewed Proto-Drake: Black Scales from Lorena Belle (Wrathion) or Samia Inkling (Sabellian) for 400 Dragon Isles Supplies and 1 
Awakened Earth.
Earn Dragonscale Expedition Renown 15
Reach Renown 15 with the Dragonscale Expedition to receive Renewed Proto-Drake: Harrier Pattern as a quest reward. If you missed the choice, it can be purchased for 100 Dragon Isles Supplies.
Farm Brackenhide Hollow's Last Boss
Enter Brackenhide Hollow on any difficulty and defeat the final boss for a chance at Renewed Proto-Drake: Skyterror Pattern as a drop.
Place a Crafting Order for Predator Pattern
Submit a crafting order to an Inscription-trained crafter to obtain Renewed Proto-Drake: Predator Pattern, as this item can only be made by Scribes and is bind-on-pickup.
Tips
Check your quest log and completed quests before spending Dragon Isles Supplies — each faction's scale unlock is available as a free quest reward at the relevant renown level.
Brackenhide Hollow can be run on any difficulty, so entering it as a solo player on Normal is the fastest way to farm the Skyterror Pattern drop.
