Take photographs of legendary characters while cataloging wildlife.
A Legendary Album requires you to photograph legendary characters while completing Cataloging wildlife world quests, with each world quest spawning a specific legendary character in a fixed location.

Track World Quest Resets
Cataloging world quests reset biweekly — in North America on Tuesday mornings and Friday mornings, and in Europe on Wednesday mornings and Saturday evenings. There may be resets where no Cataloging quests are active at all.
Photograph Before Completing
Do not turn in or complete the world quest until after you have taken the photograph of the legendary character. If you are in a raid group, the quest will not complete, which can be used to safely take your photo without accidentally finishing the quest.
Tips
Nat Pagle and the Time-Warped Fisher have been reported to go multiple consecutive biweekly rotations without appearing, so check both weekly reset windows each week to maximize your chances of catching them.
