Snowstorms in The Waking Shores requires defeating creatures empowered with elemental water during an active water storm event in The Waking Shores zone.
Check For Active Water Storm
Open your map while in The Waking Shores and look for the water storm icon. You can also check the Wowhead homepage under 'Today in Wow' then select Dragonflight to see which storms are currently active. Storms last only a few hours before dissipating.
Head To Scalecracker Keep
Travel to Scalecracker Keep at 66.6, 26. There is an elevated rock with a large group of Lava Phoenixes at 65, 28.8 that are highly efficient to farm. When the phoenixes are on respawn cooldown, do laps inside Scalecracker Keep since those mobs respawn very quickly. There is also an additional pack outside the keep at 67.5, 27.2 that you can clear while waiting for the phoenix respawn.
Exploit The Feather Mechanic
When a Lava Phoenix drops a feather upon death and then rises again to be killed a second time, both kills count toward the achievement. Do not kill the feather it drops — let the phoenix revive so you can kill it again for two kills total instead of one.
Coordinate With Other Players
Use the /1 general channel or /say to let nearby players know not to kill the feathers that phoenixes drop, as preserving the mechanic benefits everyone farming the achievement simultaneously.
Tips
Kills only count if the enemy has the Elementally Imbued debuff, which is only present during an active water storm — kills outside of a storm event do not count toward the achievement.
At the Obsidian Citadel storm location, Qalashi casters count toward the achievement but primalists and their pet water elementals do not.
