Azure Spanner is a 10-point achievement earned by completing a set of storylines in the Azure Span zone, and it counts as a criterion for Loremaster of the Dragon Isles.
Start the Into the Archives Storyline
Head to Masud the Wise at 71.6, 80.5 in the Azure Span to pick up the opening quest that begins the Into the Archives storyline.
Continue at Camp Antonidas
Travel to Glania of the Blessed Ones at 41.43, 35.6 in the Azure Span to continue progressing through the Into the Archives storyline.
Speak to Noriko the All-Remembering
Find Noriko the All-Remembering at 46.1, 39.3 in the Azure Span to advance through the Assemble the Defenses and Preservation of Knowledge quests, which require collecting 3 
Broken Arcane Devices.
Complete the Wrath of the Kirin Tor
Return to Noriko the All-Remembering at 45.8, 40.1 to complete the Wrath of the Kirin Tor quest and continue the storyline chain.
Meet Archmage Kha for Meeting Kalecgos
Speak to Archmage Kha at 46, 40.8 in the Azure Span to complete the Meeting Kalecgos quest and finish the Into the Archives storyline, completing the Azure Spanner achievement.
