Cutting Tusk Equipment
Obtain Iskaaran harpoon and Iskaaran fishing net.
Cutting Tusk Equipment requires you to obtain both the 
Iskaaran Harpoon and the 
Iskaaran Fishing Net by crafting them from parts gathered around Iskaara.
Reach Renown Rank 5
Both crafted items require renown with the Iskaaran faction before you can begin collecting their parts. Reach at least renown rank 5 to unlock the Iskaaran Fishing Net quest from Tavio.
Collect Iskaaran Harpoon Parts
Find the 
Harpoon Head sitting on the anvil that Arvik is hitting at 19.92, 48.77. Then collect the 
Wooden Pole from the wooden box between huts and NPCs at 12.91, 48.68.
Craft the Iskaaran Harpoon
Combine the Harpoon Head and Wooden Pole to craft the Iskaaran Harpoon. If the achievement does not trigger after crafting, delete the harpoon and recraft it, as recrafting has been confirmed to trigger the achievement.
Pick Up the Fishing Net Quest
Accept the Iskaaran Fishing Net quest from Tavio, then collect 
Strong Sea Kelp x3 along the Iskaara shore and 
Stone With Hole x2 mostly to the north of Iskaara — both items only appear during the active quest.
Craft the Iskaaran Fishing Net
Use the 3 Strong Sea Kelp and 2 Stone With Hole gathered during the quest to craft the Iskaaran Fishing Net and complete the achievement.
Tips
If you crafted the Iskaaran Fishing Net months ago and the achievement is still not credited, note that the net cannot be crafted again — check for hotfix updates as this is a known tracking issue.
