Rockin' Rollin' Racer Customizer 19.9.3.
Visit the Christmas Tree
Head to the Christmas Tree in Orgrimmar if you are Horde, or Ironforge if you are Alliance. The gift becomes available on December 25th and remains lootable through January 1st.
Loot the Gently Shaken Gift
Open the Gently Shaken Gift under the tree to receive a 
Candy Cane and the Rockin' Rollin' Racer Customizer 19.9.3, which automatically grants the achievement.
Missed 2021? Try Stolen Present
If you missed the 2021 Winter Veil event, you can obtain the Stolen Present by completing the daily quest 'You're a Mean One...' (Horde variant available) from Orgrimmar or Ironforge, which has a chance to contain the Rockin' Rollin' Racer Customizer 19.9.3.
