Dominating the Catwalk requires you to collect a complete armor set from Sanctum of Domination.
Obtain Sanctum armor set
Collect all pieces of the Grim-Veiled armor set from Sanctum of Domination by running the raid, or purchase the pieces from the Auction House.
Transmog the set
Visit a transmog NPC and apply the armor set appearance to your gear. The achievement will trigger once you have transmogged the set.
