That's the Spirit requires you to incubate one of each type of spirit in the Queen's Conservatory, and as of patch 9.1.5, green quality spirits were removed from the game, meaning planting any quality seed now completes the achievement.
Incubate a Spirit Seed
Plant any spirit seed in the Queen's Conservatory. Since green quality spirits were removed in patch 9.1.5, planting a blue or purple quality seed is sufficient to complete the achievement.
