Fish in Bastion with Underlight Angler
Use 
Underlight Angler and fish in Bastion at 46, 18. From skill 1-100, expect approximately 168 casts. From skill 101-200, expect approximately 192 casts, for a total of around 360 casts to reach 200 skill points.
Alternative: Fish in Zereth Mortis
If preferred, fish in Zereth Mortis instead. You will likely reach 200 skill points before obtaining 
Strange Goop as a bonus.
