Realm First! Grand Master Miner is a Feat of Strength awarded to the first player on a realm to reach 450 Mining skill, with no title attached to the achievement.
Level Mining in Borean Tundra
Mine Cobalt in Borean Tundra until you reach 400 Mining skill.
Move to Sholazar Basin
Head north from Borean Tundra into Sholazar Basin and mine Saronite along the outer rim of the zone to avoid the level 75-77 mobs clustered in the interior.
Reach 450 Mining Skill
Continue mining Saronite in Sholazar Basin until you hit 450 skill; if you aggro mobs, the cougar enemies in the area can be soloed, though some classes may find them more difficult than others.
Tips
Hunters can use a pet to tank any aggroed mobs and then use Feign Death to drop combat if needed.
