Infuse the Heart of Azeroth with all available Essences from the Rise of Azshara update for any role at rank 4.
Phenomenal Cosmic Power requires infusing the Heart of Azeroth with all available Essences from the Rise of Azshara update (patch 8.2) at rank 4 for any single role, rewarding the title Azeroth's Champion — however, as of patch 9.0.2, all rank 4 Essences can no longer be earned, making this achievement permanently unobtainable.
Achievement Is Unobtainable
As of patch 9.0.2, rank 4 Essences from the Rise of Azshara update can no longer be earned. The achievement required rank 4 of all role-specific Essences released in patch 8.2, not including any Essences added in patch 8.3.
Requirements That Existed
Before becoming unobtainable, completing this achievement required reaching neck level 70, raising all three Nazjatar bodyguards to rank 30, obtaining drops from the Rustbolt and Nazjatar Paragon chests, completing the weekly Island Expedition treasure map quest, collecting 25 PvP supply chests in Nazjatar as an assassin, earning 
100,000 Honor points in instanced PvP, and completing Operation: Mechagon on Hard Mode.
