Adventure with Bladesman Inowari until they reach Rank 20.
Veteran: Bladesman Inowari requires you to adventure with the Alliance follower Bladesman Inowari until they reach Rank 20, earning 5 achievement points and automatically granting you 
Brilliant Glimmershell upon completion.
Unlock Nazjatar Fully
Completing Jaina's initial quest to unlock Nazjatar is not sufficient on its own. You must also complete the Magni Bronzebeard Neck upgrade intro quests, which send you back to Nazjatar, and then the Highmountain part scenario.
Complete A Tempered Blade
The quest 'A Tempered Blade' is what actually unlocks both the World Quest and the Followers Daily in Nazjatar — completing this quest is the specific step that makes Bladesman Inowari available as a follower.
Level Bladesman Inowari to 20
Once unlocked, use the Followers Daily and World Quests in Nazjatar each day to accumulate experience for Bladesman Inowari until they reach Rank 20, at which point the achievement and Brilliant Glimmershell are awarded automatically.
Tips
The Horde equivalent follower is Poen Gillbrack, whose Rank 20 achievement rewards
Lustrous Glimmershell instead.
