Seasoned: Bladesman Inowari requires adventuring alongside the follower Bladesman Inowari until they reach Rank 10.
Complete A Tempered Blade
The quest 'A Tempered Blade' is what unlocks both the World Quest and the Followers Daily for Bladesman Inowari — this is not available simply from completing Jaina's initial Nazjatar unlock quest alone.
Finish Magni Bronzebeard Prerequisites
Before 'A Tempered Blade' becomes available, you must complete the Magni Bronzebeard Neck upgrade intro quests, which send you back to Nazjatar, as well as the Highmountain scenario.
Run Bladesman Inowari's Daily
Once the Followers Daily is unlocked via 'A Tempered Blade', complete it repeatedly with Bladesman Inowari assigned as your follower to accumulate the experience needed to reach Rank 10.
