Junkyard Collector requires you to unlock 20 Junkyard Tinkering blueprints in Mechagon, earned through reputation vendors, rare mob drops, and daily quests.
Purchase vendor blueprints
Buy 
Blueprint: Advanced Adventurer Augment from the reputation vendor at Honored standing, and Blueprint: Battle Box from the same vendor at Exalted standing.
Kill Rustfeather for drop
Defeat the rare mob Rustfeather in Mechagon to loot Blueprint: Anti-Gravity Pack.
Kill Mr. Fixthis for drop
Defeat the rare mob Mr. Fixthis in Mechagon to loot Blueprint: BAWLD-371.
Loot Beastbot Powerpack blueprint
Blueprint: Beastbot Powerpack can be found on the metal boxes located next to the associated rare mob in Mechagon.
Farm Crazed Trogg and Data Anomalies
Defeat Crazed Trogg and Data Anomaly enemies in Mechagon for a chance to loot Blueprint: Blue Spraybot.
Kill Deepwater Maw
Defeat Deepwater Maw in Mechagon to loot Blueprint: Canned Minnows.
Complete Cogfrenzy daily quest
Complete the daily quest from Cogfrenzy in Mechagon to receive 
Cogfrenzy's Construction Toolkit, which contains Blueprint: Emergency Repair Kit.
Note removed requirement
Blueprint: Perfectly Timed Differential was removed as a requirement for this achievement on May 4, 2020, and does not count toward the 20 blueprints needed.
Tips
Unlocking blueprints only counts toward the achievement total — the blueprints themselves do not grant additional functionality beyond what the Junkyard Tinkering system already provides.
