Helping Hand is a 10-point achievement earned by rescuing 15 explorers found during Island Expeditions.
Buy the Engineered Spyglass
Purchase the 
Engineered Spyglass from the vendor on the boat at the start of the Island Expedition. Note that vendors rotate weekly, so check each vendor on the boat until you find it.
Locate Explorers on Map
Use the Engineered Spyglass to reveal the locations of any explorers on the map. Explorers that are part of this achievement also appear as bonus quests marked with a yellow "!" on your map once you are nearby, and the NPC name linked to the achievement criteria is shown as the second objective in your objectives frame when the bonus objective activates.
Rescue Each Explorer
To rescue an explorer, either heal them if they are low on health, click on them if they are trapped, or find a volatile cure item nearby, click it, then click the NPC. The achievement criteria lists these NPCs as "slain" on some sources, but you must rescue them, not kill them.
Farm Solo Using Private Tours
When running this solo, check the map for available explorer NPCs and quit the scenario without completing it — in private tours there is no debuff preventing you from queuing again, and you are not locked into the same map or NPC rotation, allowing you to reset quickly until the desired explorers appear.
Tips
Running Island Expeditions as private tours lets you exit and re-queue without a lockout penalty, so you can reset the NPC pool until you find explorers that count toward the achievement.
