Wait for World Quest
Head to Nazmir when the 'Don't Stalk Me, Troll' world quest is active. The quest area is located at 37.31, 76.95 in the Primal Wetlands subzone of Nazmir.
Equip the Occular
Before engaging any enemies, equip the 
Portable Revealing Occular to reveal hidden Blood Troll Stalkers and Blood Troll Cleabers in stealth. The 60-second timer only begins when the first troll dies, so take time to survey the area and plan your kill route from south to north.
Clear Trolls Quickly
Begin killing trolls starting from the southernmost point of the quest area at 37.31, 76.95 and work north. Be aware that the Blood Troll Stalkers and Blood Troll Cleavers have a very short leash range and will evade if you move too far from them, so engage each one up close rather than attempting to pull them from a distance.
Tips
Attempt this at off-peak hours, as other players killing the Blood Troll Stalkers and Blood Troll Cleavers before you can prevent completion.
At Level 70 or above this achievement is significantly easier to solo — lower item level characters will find the mobs harder to burn down within the 60-second window.
You can coordinate with a friend without forming a group: one player tags and kites the southern mobs while the other handles the northern ones, since the 'not in a group' restriction is based on formal group membership.
