A Horde of Hoofbeats is a collection achievement that rewards the 
Frenzied Feltalon mount upon obtaining 400 mounts usable by a single character.
Reach 400 Counted Mounts
You need 400 mounts that count toward the achievement counter. As of patch 8.1, there are 497 obtainable mounts eligible for this counter, so reaching 400 is achievable well within the available pool.
Track Your Progress Carefully
Not every mount you own or can use will increment the counter — some mounts added to your collection may not register toward the 400 total, so verify your in-game achievement progress tracker after each new mount acquisition rather than relying solely on your total mount count.
Complete the Prior Milestone First
A Horde of Hoofbeats is the final achievement in a chain of 10 mount collection achievements beginning at 10 mounts; the immediately preceding milestone is No Stable Big Enough, which requires 350 mounts and rewards the 
Biting Frostshard Core.
