Earn 1000 honor in Zuldazar while in War Mode.
Tour of Duty: Zuldazar requires you to earn 
1000 honor in Zuldazar while War Mode is enabled.
Enable War Mode in Zuldazar
Travel to Zuldazar and ensure War Mode is active before earning any honor, as honor earned without War Mode will not count toward the achievement.
Turn In Weekly Call to Arms
Horde players can turn in the weekly Call to Arms quest at the War Headquarters, which awards 250 honor per turn-in and counts toward this achievement.
Turn In Brawl Quest in Zuldazar
The Tortollan NPCs who offer the weekly Brawl mission are friendly to both factions in both cities, so after completing the Brawl quest that awards 200 honor, travel to Zuldazar to turn it in and have it count toward this achievement.
Complete Victory in Wintergrasp Quest
Completing the Victory in Wintergrasp quest while in War Mode and physically located anywhere in Zandalar (not specifically Zuldazar) will count toward this achievement — be in Zandalar, not solely in the Zuldazar subzone, when the credit is applied.
Tips
Killing the opposing faction's bounty target does not count toward this achievement's honor progress.
