Obtain 75 skill points in the "Northrend" category of cooking.
Northrend Cook requires you to obtain 75 skill points in the Northrend cooking category, which means reaching a Cooking skill of 450 (the Grand Master cap), not merely training Grand Master Cooking at 350.
Reach 350 Cooking First
You need a base Cooking skill of 350 to train Grand Master Cooking. During the Pilgrim's Bounty festival, you can reach 350 skill for less than one gold using the festival recipes.
Train Grand Master Cooking
Once at 350, train the Grand Master Cooking skill to unlock the ability to skill up through 450. The training itself is a modest gold cost.
Farm Rhinos in Borean Tundra
Kill Rhinos in Borean Tundra and cook Rhino Dogs until that recipe goes grey at skill 40 into Grand Master. Rhino meat farms quickly, with 50 or more pieces collectable in around 10 minutes, and Rhino Dogs are also useful for the Mustard Dogs cooking daily so keep any surplus.
Purchase Mighty Rhino Dogs Recipe
Buy the Mighty Rhino Dogs recipe from the Dalaran cooking vendor for 3 Epicurean's Awards, then farm additional rhino meat and spices to cook your way up to the Grand Master cap of 450.
Tips
Farming your own rhino meat is faster than buying it, since you can gather 50 or more pieces in about 10 minutes in Borean Tundra.
The achievement now requires you to actually reach skill 450, not just train Grand Master at 350, so continue cooking past the training milestone.
