Meet Cooking Skill Requirement
You need a base cooking skill of 275 to learn the Master Cook rank, which unlocks Outland cooking recipes. The skill can be learned regardless of character level.
Train Master Cook Rank
Once your cooking skill reaches 275 (with some sources noting 300 as required for the Master rank), seek out a Master Cooking trainer to unlock Outland-category recipes and begin earning the 75 skill points needed for this achievement.
