Locked and Loaded requires you to unlock all of the powers for the Vindicaar Matrix Core on the Vindicaar.
Access the Matrix Core
Go to the basement of the Vindicaar and click on the Matrix Core to select and unlock an ability. Once unlocked, access your new ability via the General tab in your spellbook.
