Reach Prestige Level 19.
Hell, It's About Nineteen is an achievement earned by reaching Prestige Level 19 through PvP honor gains.
Earn Honor to Prestige
Participate in PvP activities to earn honor and prestige repeatedly until you reach Prestige Level 19. Each time you reach the maximum honor level, you can prestige and begin the process again.
Claim Your Prestige Rewards
As you work toward Prestige 19, you will earn rewards along the way, including mounts such as the 
Prestigious Bronze Courser at Prestige 4, the 
Prestigious Ivory Courser at Prestige 9, the 
Prestigious Azure Courser at Prestige 13, and the 
Prestigious Forest Courser at Prestige 17.
Collect the Prestige 19 Reward
Upon reaching Prestige 19, you receive an Artifact Power token worth 256 million AP, or 332 million AP at Artifact Knowledge 42; the token has since been updated to award 10 billion AP, as this reward was noted to be a placeholder while Blizzard determined its final value.
