King of the Fire Festival
Complete the quest, "A Thief's Reward", by stealing the flames from your enemy's capital cities.
King of the Fire Festival requires completing the quest 'A Thief's Reward' by stealing the flames from all four enemy faction capital cities and turning them in to a Festival Loremaster.
Understand the Quest Flow
You do not need to be on a quest before clicking the enemy bonfires. Clicking each bonfire gives you an item that automatically starts its own quest, which you then turn in to a Festival Loremaster in one of your own faction's capital cities.
Alliance: Steal All Four Horde Flames
Visit all four Horde capital cities and click each bonfire: steal the 
Flame of Orgrimmar at 46.2, 37.5 in Orgrimmar (upper level of the Valley of Wisdom, near the top of the waterfall); steal the 
Flame of Thunder Bluff at 21.4, 27 in Thunder Bluff (on the Spirit Rise); steal the 
Flame of the Undercity at 62.3, 66.9 in Tirisfal Glades (in the courtyard before entering the city); and steal the 
Flame of Silvermoon at 69.25, 43 in Silvermoon City (Court of the Sun). Note that you cannot fly in Silvermoon City.
Horde: Steal All Four Alliance Flames
Visit all four Alliance capital cities and click each bonfire: steal the Flame of Stormwind at 49.8, 72.6 in Stormwind City (outside the Stormwind Stockades); steal the Flame of Ironforge at 64.6, 25.1 in Ironforge (Hall of Explorers); steal the Flame of Darnassus at 63.7, 47 in Darnassus (between Warrior's Terrace and Tradesman's Terrace); and steal the Flame of the Exodar at 41.3, 26 in The Exodar (the Crystal Hall). Note that you cannot fly in The Exodar.
Turn In All Four Quests
After collecting all four flames, turn in each of the four sub-quests to a Festival Loremaster located in your faction's capital cities. Completing all four turn-ins finishes 'A Thief's Reward' and awards the 
Crown of the Fire Festival along with the King of the Fire Festival achievement.
Tips
All four flames must be stolen and turned in to complete the achievement — stealing only three is not enough.
Each flame item starts its own individual quest upon pickup, and all four can be turned in to the same Festival Loremaster.
