Higher Dimensional Learning requires you to read all seven chapters of the Beginner's Guide to Dimensional Rifting scattered across Azsuna, rewarding the 
Adept's Guide to Dimensional Rifting upon completion.
Purchase the Teleport Item
Reach Revered with the Court of Farondis, then purchase the 
Beginner's Guide to Dimensional Rifting from vendor Veridis Fallon. This item is required to see and interact with the seven book chapters in Azsuna.
Understand the Daily Book Rotation
Each day of the week corresponds to one chapter: Chapter 1 spawns on Sunday, Chapter 2 on Monday, Chapter 3 on Tuesday, Chapter 4 on Wednesday, Chapter 5 on Thursday, Chapter 6 on Friday, and Chapter 7 on Saturday. Each chapter is only available on its assigned day, resetting at midnight server time.
Use the Item to Teleport
Use the Beginner's Guide to Dimensional Rifting to teleport directly to that day's book location. The item has a 4-hour cooldown but is daily-locked, meaning it will always teleport you to the same location for the entire day regardless of how many times it is used.
Check Spawn and Phase-Swap
After teleporting, do not move and check if the book chapter is already spawned. If it is not, use the Blizzard group finder to join a World Quest group in Azsuna, which moves your character to another server's phase where the book may already be spawned. If it is not there either, leave the group and repeat the process. Books respawn anywhere between 10 and 30 minutes, most often within 15 minutes.
Locate Chapter 2 on the Tower
Chapter 2 is located at the top of a tower at 55.2, 71.5 in Azsuna. Use a flight item such as 
Emerald Winds, 
Rocfeather Skyhorn Kite, or 
Goblin Glider Kit to reach the top.
Avoid the Decoy for Chapter 4
When collecting Chapter 4 (Risks and Rewards), a skeleton at the location holds a book that displays as 'Beginner's Guide to Dimensional Rifting' when hovered over, but this is not the interactable chapter. The actual green book is on the ground in front of the skeleton and is what you must click.
Tips
The Beginner's Guide to Dimensional Rifting can also be purchased from other players on the Auction House if you have not yet reached Revered with the Court of Farondis.
Because the item is daily-locked and always teleports to the same location, using it immediately after midnight server time gives you the maximum window to phase-swap and find the book before the day ends.
