Third Time's the Charm is an achievement earned by reaching Prestige Level 3 through PvP play, rewarding the 
Honorable Pennant toy upon completion.
Reach Prestige Level 3
Earn Honor Points through PvP activities until you reach Prestige Level 3. Each time you fill your Honor bar and prestige up, you unlock rewards — Prestige 1 awards the Alliance Enthusiast or Horde Fanatic pet, Prestige 2 awards an Artifact Appearance, and Prestige 3 awards the Honorable Pennant toy, which unlocks the achievement.
Claim Your Pennant Toy
The Honorable Pennant is a toy that places a faction flag on your back and applies a buff called Honorable Pennant, but it does not persist through death and cannot be added to your Toy Box — it remains in your bag. The toy is not account-wide, so it is only available on the character that earned it, though it can be used anywhere in the game.
