A Tiny Pair of Goggles somewhere in Dalaran.
Start at Chamber of Guardian
Begin your search at the Chamber of the Guardian in the center of Dalaran, where Pepe can spawn against the wall on a ledge near Adorean Lew at 49.72, 50.49.
Check Fruit Cart Near Applebough
Head to the fruit cart near Applebough at 42.43, 57.86 and check underneath it for Pepe.
Search the Violet Citadel Stairs
Move to the Violet Citadel entrance at 33.8, 50.62 and look at the top of the stairs on the left leading inside, where Khadgar and the other mages are located.
Visit Threads of Fate Counter
Go to the Threads of Fate building at 37.55, 56.82 and check the counter near the back wall next to the Cloth Merchant NPC.
Check Remaining Waypoints
Continue searching through the remaining confirmed spawn locations across Dalaran: at 44.9, 30.02, at 34, 34, at 51.61, 57.48, at 42.73, 51.55, at 42.3, 19.9, and at 64.64, 53.6. Pepe has an instant respawn time, so as soon as another player interacts with him he will reappear at a new random location — note that he cannot be targeted with /tar as he functions as an interactable object.

Search starting from the Chamber of the Guardian and work southward then clockwise through all waypoints for the most efficient route.
