Resourceful requires you to upgrade all star recipes in one primary profession to 2 stars or higher, and Legion Engineering is the fastest and cheapest way to complete it.
Start Legion Engineering Questline
Travel to Dalaran and speak with the Engineering Trainer to begin the Legion Engineering questline. Complete all quests up to and including Court of Stars: Revamping the Recoil — the full questline takes around an hour at level 70 or 80.
Handle the Court of Stars Quest
During the Court of Stars questline, the guest puzzle to reach the last boss is bugged — even selecting the guest matching the description may not register correctly. Simply talk to each guest until the quest advances.
Buy Recipes from Fargo Flintlocke
After completing the questline, visit Fargo Flintlocke at 43.0, 62.8 in Azsuna and purchase every available recipe. All rank 2 recipes can be bought for gold with no reputation requirements, completing the achievement quickly.

For any recipe you are unsure about, open the recipe, mouse over the stars, and click them — a popup will appear at the bottom telling you exactly where to obtain the next rank for that specific recipe.
Tips
Legion Engineering requires no reputation grinds and no rare recipe drops, making it faster than BFA Engineering if starting from scratch.
