Brr... It's Cold in Here is earned by obtaining the 
Endothermic Blaster, the 2016 Winter Veil gift, which can come from the 
Stolen Present rewarded by the daily quest You're a Mean One... in Orgrimmar or Ironforge.
Complete the Daily Quest
Head to Orgrimmar (Horde) or Ironforge (Alliance) and complete the daily quest You're a Mean One..., which rewards a Stolen Present. Open the Stolen Present for a chance to contain the Endothermic Blaster.
Use the Endothermic Blaster
Once you have the Endothermic Blaster, use it as a toy to trigger the achievement Brr... It's Cold in Here. The item is also tradeable, so it can be found on the Auction House if it does not drop from your Stolen Present.
Tips
The Stolen Present can be looted once per day per character, so running multiple characters through You're a Mean One... increases your chances of obtaining the Endothermic Blaster during the Winter Veil event window.
