Collect 15 shirt slot appearances.
Fashionista: Shirt requires you to collect 15 shirt slot appearances, and the fastest method is purchasing them directly from vendors in Dalaran, the Argent Tournament, and your faction's capital city for around 
750 gold total.
Visit Karandonna in Dalaran
Head to Threads of Fate in Dalaran and purchase shirts from Karandonna, who sells 16 shirts — more than enough to complete the achievement on her own.
Visit Angelique Butler in Dalaran
Also in Dalaran, visit Angelique Butler at First to Your Aid, who sells 2 additional shirts if you need to top up your count.
Visit Broxel Goldgrasp at Argent Tournament
Travel to the Argent Tournament grounds and purchase shirts from Broxel Goldgrasp, who sells 5 shirts per faction.
Visit Your Faction Vendor
Alliance players can visit Carla Granger in the Stormwind Trade District for 3 shirts; Horde players can visit Ollanus in Orgrimmar for 3 shirts.
Craft Shirts with Tailoring
If you have the Tailoring profession, you can learn over 10 shirt patterns from profession trainers alone, none of which require expensive or rare materials — note that 
Pattern: Bright Yellow Shirt is Alliance-only from Danielle Zipstitch in Duskwood, though it can appear on the Auction House for Horde players.
Farm Brawler's Guild Bosses
Defeating each of the 12 bosses from the Deck Your Collection achievement in the Brawler's Guild rewards one shirt per boss, plus an additional shirt for defeating all 12.
Tips
Buying shirts from Karandonna alone at Threads of Fate in Dalaran is sufficient to complete the 15-appearance requirement without visiting any other vendor.
