Purchase Argent Tournament Banners
Head to the Argent Tournament grounds and purchase faction banners such as the 
Undercity Banner, 
Stormwind Banner, 
Ironforge Banner, and 
Thunder Bluff Banner — each banner counts as a separate toy toward your total, and buying one faction's banner also grants the opposing faction's banner, effectively counting as two toys per purchase. You must complete a series of dailies at the Argent Tournament grounds to unlock each specific faction before you can purchase their banner.
Buy Permanent Frost Essence
Purchase the 
Permanent Frost Essence on a Horde character to add it to your toy collection and push your total closer to 200.
