Did Someone Say...? is an achievement earned by wielding the 
Inflatable Thunderfury, Blessed Blade of the Windseeker, a novelty item included in the Anniversary Gift sent to players via in-game mail during WoW's 11th Anniversary event.
Log In During Anniversary
During WoW's 11th Anniversary (which originally ran from 2015/11/16 to 2015/11/30), log in to receive the 
Anniversary Gift by in-game mail from The WoW Dev Team. The gift contains the Inflatable Thunderfury, Blessed Blade of the Windseeker alongside other items including a 
Celebration Wand - Murloc, Celebration Wand - Gnoll, 
Exquisite Costume Set: "Edwin VanCleef", and a 
Celebration Package.
Wield the Inflatable Thunderfury
Open your bags and use the Inflatable Thunderfury, Blessed Blade of the Windseeker to wield it, which immediately grants the Did Someone Say...? achievement. If the anniversary event is not currently active, the item may be available for purchase from other players on the Auction House.
