Petty Officer is earned by completing 100 Naval Missions, rewarding the 
Captain's Hat as a cosmetic head transmog unlock.
Complete Naval Missions
Send ships on Naval Missions from the table in your shipyard. Progress is account-wide, so missions completed across all characters on your account count toward the 100 total.
Claim Your Transmog Reward
Upon completing your 100th Naval Mission, the Captain's Hat unlocks directly in your cosmetic head transmog collection with no in-game notification — check your appearance collection to confirm it was added.
Tips
Because progress is account-wide, running Naval Missions on multiple characters simultaneously is the fastest way to reach 100 completions.
