Flame Warden of Outland requires you to honor the Alliance flames at seven locations across Outland's zones.
Visit Hellfire Peninsula Flame
Honor the Alliance flame at Honor Hold, located at 62.2, 58.3 in Hellfire Peninsula.
Visit Terokkar Forest Flame
Honor the Alliance flame at Allerian Stronghold, located at 54.1, 55.5 in Terokkar Forest, just south of the stronghold at the edge of the Bone Wastes.
Visit Zangarmarsh Flame
Honor the Alliance flame at Telredor, located at 69.8, 52 in Zangarmarsh.
Visit Nagrand Flame
Honor the Alliance flame at Telaar, located at 49.6, 69.4 in Nagrand.
Visit Shadowmoon Valley Flame

None of the flames are hidden or inside enemy-controlled areas, so you can honor all seven without aggroing any enemy NPCs.
You can complete Flame Warden of Outland and the Horde-side Extinguishing Outland criteria during the same trip, since all zones are close together and share the same geographic routes.
