Access your fleet management interface and send your ships on Naval Training Missions, which are marked with anchors. These missions are designed to level up lower quality ships and typically appear 2-3 at a time.
Complete 25 total missions
Repeat sending your fleet on Naval Training Missions until you have completed 25 missions total. Track your progress toward the achievement as you complete each mission.
