Send fleet on anchor missions
Access your fleet management interface and send your ships on Naval Training Missions, which are marked with anchors. These missions are primarily for leveling lower quality ships and gaining experience. Typically 2-3 Naval Training Missions will be available at any given time.
Complete 10 total missions
Continue sending your fleet on anchor-marked Naval Training Missions until you have completed 10 of them. Track your progress toward the achievement as you send more fleets out on these training operations.
