Acquire your legendary ring by completing Khadgar's quests.
Chapter IV: Darkness Incarnate is the final chapter of Khadgar's Warlords of Draenor legendary questline, rewarding you with a legendary ring and a Garrison Monument upon completion.
Upgrade Your Shipyard
Upgrade your Shipyard to Level 2 via Command of the Seas, then complete the Upgrading The Fleet upgrade using 15 Naval Missions, 
1000 Apexis Crystals, and 
1000 gold.
Complete Blockade Naval Missions
Work through Blockade missions in the ocean to unlock access to the legendary Naval Missions hidden behind them.
Obtain the Draenic Sea Chart
Continue completing Naval Missions until you receive the 
Draenic Sea Chart, which is required for the Master vs. Commander quest.
Collect Tomes in Hellfire Citadel
Accept We Don't Need No Library Card and enter Hellfire Citadel to collect 33 
Tome of Chaos.
Claim Your Legendary Ring
Complete Khadgar's final quests to receive your legendary ring: 
Thorasus, the Stone Heart of Draenor, 
Nithramus, the All-Seer, or 
Sanctus, Sigil of the Unbroken, depending on your class.
